REQUEST FOR QUALIFICATIONS

ON-SITE TRAINING

The Housing Authority of Champaign County is requesting proposals from qualified firms experienced in providing on-site training on the following topics: Blended Occupancy Management, HCV Housing Quality Standards (HQS), Fair Housing And Reasonable Accommodation, Mold And Indoor Air Quality, Self-Sufficiency Service Coordination, Fundamentals of Low-Income Housing Tax Credit Management, Executive Management & Leadership, and Procurement in accordance with HUD Guidelines.

Interested firms must submit a proposal, (4) references, cost per participant, and class descriptions to the Housing Authority of Champaign County ATTN: Ashley Short, 205 West Park Avenue, Champaign, Illinois 61822 or by email ashort@hacc.net.  All proposals shall be returned to the Authority by 3:00 p.m., Central Standard Time, on Friday, October 5, 2018.

RESIDENT LIFE UTILITY ALLOWANCES

The Housing Authority of Champaign County (HACC) is seeking a firm to conduct a utility allowance survey/study, to determine the appropriate utility allowance for our Section 8 Housing Choice Voucher Program in accordance with 24 C.F.R 982.517. By federal regulation (CFR Title 24 C.F.R 982.517) for Section 8 Program, a PHA must review its schedule of utility allowance each year, and must revise its allowance for a utility category if there has been a change of 10 percent or more in the utility rate since the last time the utility allowance schedule was revised. The PHA must maintain information supporting its annual review of utility allowance and any revisions made in its utility allowance schedule.

Local utility providers include American Electric Power (SWEPCO), CenterPoint Energy and Shreveport Department of Water and Sewerage.

The utility allowance schedule must be prepared and submitted in accordance with HUD requirements on the form prescribed by HUD (52667). There are 6 housing types for which HACC Section 8 Program need utility allowance schedules condensed to three HUD-52667 forms: (a) high-rise/low-rise apartment, (b) rowhouse/townhouse/semi-detached/duplex, (c) detached/mobile home. Deadline to submit is November 16, 2018.

Rent Reasonableness

 

SCOPE OF WORK: HACC is seeking proposals from qualified and licensed entities to provide the following detailed services:

 

Public Housing Agencies (PHA’s) are required by the U.S. Department of Housing and Urban Development (HUD) to implement a written method to identify and document unassisted comparable rents and determine if rents paid to landlords for assisted housing program participants are reasonable. (Reasonable Rent Determination) This ensures only reasonable rent rates are approved by the PHA. The PHA’s Reasonable Rent Determination method must take into consideration the location, size, type, quality and age of the units, and the amenities, housing services, and maintenance and utilities provided by the owners in determining comparability and the reasonable rent.

 

HACC requires an automated system to conduct rent reasonableness studies that will provide our agency with a HUD compliant comparability study. This system must be a web-based system that will use local market comparable (“comps”) rental rates to assist HACC to make Rent Reasonableness Determinations. The system must be fast enough to generate results within five to six (5-6) seconds per search.

 

The contractor will provide appropriate training and documentation of their system for all designated HACC employees.   The contractor will provide complete online technical support during HACC business hours, Monday through Friday 8:00 AM to 5:00 PM. Contractor to provide the appropriate End User License Agreement (EULA) and all other required software license agreements.  HACC will require approximately 5 user accounts/passwords.

 

Quotes should be for one year’s continuous service, with the ability to renew each year.

 

HACC currently has approximately 1,200 Tenant-Based vouchers in use.
