2026 Recommended 120% Payment Standards
120% of the average rents from the 2026 Rent Survey Database
Rent Reasonableness and Payment Standards both limit Section 8 voucher costs but serve different purposes: Rent Reasonableness ensures the unit price is fair compared to local market-rate housing, while Payment Standards determine the maximum subsidy the Public Housing Agency (PHA) will pay based on local Fair Market Rents (FMR).
The amounts listed as Payment Standards should not dictate the rent's landlords set for their units.
Rent reasonableness will determine what the PHA will pay - which may be significantly lower than the Payment Standards.
