MINUTES OF THE REGULAR MEETING OF THE
BOARD OF COMMISSIONERS OF THE

HOUSING AUTHORITY OF CHAMPAIGN COUNTY

Thursday, April 24th 2025 3:00 P.M.

 

I.                        Call To Order and Roll Call - 3:00 p.m.
 

Noting that a quorum of commissioners was present, Chairman Henry called the meeting to order at 3:00 P.M.

 

Commissioners Present: Chairman Henry, Commissioner McFarland, Commissioner Turnbull, Commissioner Morgan, Commissioner Salen

 

Commissioners Absent: Vice Chair Parks, Commissioner Obuchowski, 
 

Staff Present: Lily L. Walton, Executive Director, Jennifer Ferguson; Deputy Director; Miguel Manero, Finance Director; Robyn Dodd, Acting Director of Property

Management; Shevone Myrick; Director of YouthBuild, Executive Assistant; Jahlinea Cekander, YouthBuild Program Manager. Jean Wingler, Procurement, and IT Manager. Director of Construction and Real Estate Development, James Lee

 

Others Present: 
 

II. Approval of Agenda - 3:01 p.m.
 

Commissioner Henry called for a move to approve the Board of Commissioner

Agenda. Commissioner McFarland asked for a motion of approval. Commissioner Turnbull seconded. All present voted affirmatively, and the motion passed.

 

III. Public Comment on Agenda Items Only 
There were no public comments made on Agenda Items Only.

 

IV. Approval of Minutes - 3:02 p.m.
Chairman Henry announced that the Board of Commissioners would move

forward with the approval of the Board of Commissioners Regular Meeting

Minutes from March 5th. 2025. Commissioner Salen made a motion to approve the minutes seconded by Commissioner McFarland. All present voted affirmatively, and the motion passed.

 

 

 

 

 

V. New Business - 3:03p.m.

No New Business.

 

 

VII.  Executive Director Report - 3:14 p.m.

 

•         Walton announced who won March and April Champions of the Month - Katie Difanis and Nicole Hutchison

•         Walton gave an update on HACC staff who attended the 2025 NAHRO Washington, DC Conference at Capitol Hill

•         Walton gave an update on the HACC staff who attended and sat on a panel at NAHRO MI Conference in Detroit, Michigan

•         Walton announced that the YouthBuild Spring 2025 Class have officially graduated on March 15th at the Orpheum Theatre in Champaign, IL

•         Walton gave an update on the success of our first ever Prom Dress Pop Up Shop that happened on April 5th

•         Walton gave an update on former YouthBuild Alumni attending the capitol to address the Illinois House of Rep. Appropriations Committee for Secondary Education

•         Walton updated the board on HACC's Q1 All-Staff meeting.

•         Walton announced that Fall 2025 YouthBuild Cohort have officially entered Mental Toughness

•         Walton gave an update on our monthly Landlord Lunch & Learn spearheaded by the HCV Department

•         Walton gave an update on the Mobile Workforce Center in HACC's Partnership with Regional Planning Commission (RPC) 

•         Walton announced that the Housing Authority of Champaign County 2024 Annual Report has been published

 

VIII.  Approval of Financial Reports - Cash Disbursements March 2025 Budget Actual- 3:22 p.m.

 

                      Chairman Henry called for a motion to approve Commissioner Salen made a motion approve and Commissioner Turnbull seconded. All present voted affirmatively, and the motion passed

 

 

X. Public Comment on Non-Agenda Items - 3:23 p.m.

                         No one gave a public comment on Non-Agenda Items

 

X1. Closed Session - 3:24 p.m.

There was no closed session

 

XII. Adjournment 

                         At 3:25 PM the meeting was adjourned.
