MINUTES OF THE REGULAR MEETING OF THE
BOARD OF COMMISSIONERS OF THE
HOUSING AUTHORITY OF CHAMPAIGN COUNTY
Wednesday, June 25th 2025 3:00 P.M.

I. Call To Order and Roll Call - 3:00 p.m.
Noting that a quorum of commissioners was present, Chairman Henry called the meeting to order at 3:00 P.M.
Commissioners Present: Chairman Henry, Commissioner Morgan, Commissioner Turnbull, Commissioner Obuchowski, Commissioner Salen
Commissioners Absent: Vice Chair Parks, Commissioner McFarland,
Staff Present: Lily L. Walton, Executive Director; Erin Zorns, Assistant Finance Director; Robyn Dodd, Director of Property Management; Shevone Myrick; Director of YouthBuild, Executive Assistant; Jahlinea Cekander, YouthBuild Program Manager. Jean Wingler, Procurement, and IT Manager. Director of Construction and Real Estate Development, James Lee
Others Present:
II. Approval of Agenda - 3:01 p.m.
Commissioner Henry called for a move to approve the Board of Commissioner
Agenda. Commissioner Obuchowski asked for a motion of approval. Commissioner Morgan seconded. All present voted affirmatively, and the motion passed.
III. Public Comment on Agenda Items Only
There were no public comments made on Agenda Items Only.
IV. Approval of Minutes - 3:02 p.m.
Chairman Henry announced that the Board of Commissioners would move
forward with the approval of the Board of Commissioners Regular Meeting
Minutes from April 24th, 2025. Commissioner Obuchowski made a motion to approve the minutes seconded by Commissioner Turnbull. All present voted affirmatively, and the motion passed.
V. New Business - 3:18p.m.
Resolution 2025-1: Re Entry Resolution
Commissioner Henry called for a move to approve the Board of Commissioners Agenda. Commissioner Obuchowski asked for a motion of approval. Commissioner Turnbull seconded. All present voted affirmatively, and the motion passed.
Approval for Amended 2025 MTW Plan
Commissioner Henry called for a move to approve the Board of Commissioners Agenda. Commissioner Salen asked for a motion of approval. Commissioner Turnbull seconded. All present voted affirmatively and the motion passed.
VII. Executive Director Report - 3:21 p.m.
• Walton announced who won May and June Champions of the Month - Peyton Pannell-Johnson and Ana Gallardo
• Walton gave an update on HACC at the Dreaamtastic Family Fun Day
• Walton gave an update on the monthly Bingo nights hosted at HACC's senior sites
• Walton gave an update on the Rantoul Resource Fair that HACC participated in May 9th
• Walton gave an update on the YouthBuild Art Day where they created Thank You poster cards for their maternal figures to celebrate Mother's Day
• Walton gave an update the End of the School Year Celebration in collaboration with Promise Healthcare hosted at Oakwood Trace Apartments.
• Walton gave an update on YouthBuild students Vision Board Creations as part of the YB Girl Group
• Walton gave an update on the HCV Landlord Lunch & Learn hosted at HACC in May
• Walton announced HACC and HACC's YouthBuild participation in the building of a home for a Habitat for Humanity recipient
• Walton announced the release of HACC's Catalog 'Housing and Beyond: HACC Services Catalog' that is available for clients and the community
VIII. Approval of Financial Reports - Cash Disbursements April-May 2025 Budget Actual- 3:28 p.m.
Chairman Henry called for a motion to approve Commissioner Obuchowski made a motion approve and Commissioner Morgan seconded. All present voted affirmatively, and the motion passed
X. Public Comment on Non-Agenda Items - 3:23 p.m.
No one gave a public comment on Non-Agenda Items
X1. Closed Session - 3:30 p.m.
There was no closed session
XII. Adjournment
At 3:31 PM the meeting was adjourned.
