REQUEST FOR LETTER OF INTEREST
Community Improvement Program

The Housing Authority of Champaign County (HACC) seeks to support the efforts of community-based organizations and to aid in implementing initiatives at the neighborhood level.

HACC will accept letters of interest from local non-profit organizations wishing to utilize residential homes for the development and implementation of specialized community programs aimed at supporting the citizens of Champaign County. In order to qualify, proposed programs must serve to improve the climate of local neighborhoods and provide needed services for youth and adult residents in Champaign County. To qualify for this opportunity, your organization must be recognized as a non-profit organization under section 501(c)(3) of the Internal Revenue Code.

General Information: HACC currently owns several single-family homes that will no longer be used for Public Housing. Several of the single-family homes are in good condition and HACC believes it would be of benefit to non-profit programming and the neighborhoods in which these properties reside. Selected NFP organizations may be responsible for completing any necessary rehabilitation of the properties to assure all building systems are in compliance with local codes and are in good condition.

A HACC-related non-profit affiliate will maintain ownership of the homes, and the selected organization(s) will enter into a "Use Agreement" with HACC for the house(s). The Use Agreement will set forth the agreement between HACC and the selected organization(s) for use of the house(s) under the Community Improvement project.

Property Management: Property management needs of the selected program properties will be determined with consideration of resources available from the housing authority. The selected organizations will be responsible for managing the day-to-day operations of the housing units, including routine maintenance, utilities, cleaning and turnover of vacant rooms, and provision and replacement of any and all furnishings and supplies.

Program Management: The selected organizations will develop policies and procedures under which they will administer Community Improvement Programs which shall be approved by HACC Policies and procedures shall include program admission criteria, population serviced, continued program enrollment plans, and a clear definition of program goals and expected outcomes. Individuals will be admitted to transitional housing pursuant to the approved policies and procedures.

SUBMISSION REQUIREMENTS

Response Format - Interested organizations must submit the following documentation in a single pdf document not to exceed 10 pages.

  1. A cover letter of interest.
  2. A brief description of your organization with emphasis on your experience and current work with the population you serve.
  3. A proposed program plan for the Community Improvement program you would develop and implement under this request.
  4. Any additional information related to this request.
