Summary
The Housing Authority of Champaign County (HACC) is committed to providing safe, affordable housing while promoting self-sufficiency, housing stability, and innovative solutions to address community needs. As a designated Moving to Work (MTW) agency, HACC leverages regulatory flexibility to design and implement locally responsive housing strategies.
The Projects Coordinator plays a critical role in advancing HACC's MTW Activities through strategic initiatives and policy development support, implementation support, & performance evaluation. This position serves as a bridge between compliance, and strategic initiatives staff to ensure MTW activities are compliant, and aligned with agency goals.
Essential Duties and Responsibilities

Key Responsibilities:
Agency and MTW Policy Support
· Research best practices, peer MTW agency models, and emerging housing policy trends to support clear information-sharing and alignment with agency goals.
· Analyze MTW statutory and regulatory guidance and translate requirements into clear, audience-appropriate materials for staff, leadership, and external stakeholders.
· Support the development of MTW activity concepts, waivers, and justifications by drafting concise narratives that clearly explain purpose, impact, and compliance considerations.
· Assist with MTW Annual Plans, Amendments, and Five-Year Plans by developing plain-language summaries, executive briefs, and visual materials that support understanding and decision-making.

Strategic Initiative Implementation & Internal Support
· Support implementation of approved MTW initiatives by developing rollout materials, internal timelines, and structured guidance to support staff understanding and execution.
· Partner with program, finance, IT, and compliance teams to ensure accurate and consistent information-sharing throughout MTW implementation.
· Create internal guidance documents, FAQs, staff toolkits, and training materials that translate policy into practical, easy-to-use resources.
· Track implementation milestones and support leadership by documenting progress, risks, and key updates across departments.
Data, Evaluation & Reporting Support
· Collaborate with Strategic Initiatives staff to support data-informed decision-making aligned with MTW statutory objectives and agency priorities.
· Translate performance metrics and program data into dashboards, summaries, visual tools, and reports that highlight outcomes and trends.
· Analyze program data and prepare narrative and visual summaries for leadership, boards, partners, and funders.
· Support required MTW reporting by ensuring clear, consistent, and accurate presentation of quantitative and qualitative results.
Documentation, Information Management & Program Support
· Develop clear, user-friendly documentation explaining MTW policies, procedures, and program changes for internal and external audiences.
· Translate complex MTW initiatives into plain-language materials for staff, participants, partners, and the public.
· Create and maintain MTW resource libraries, policy manuals, implementation guides, and reference materials.
· Develop informational materials that explain MTW initiatives, pilot programs, and outcomes, ensuring alignment with agency goals and standards.
· Lead internal information-sharing related to MTW and strategic projects, including staff updates, rollout materials, guidance documents, and ongoing updates.
· Develop internal toolkits, SOPs, and training materials that translate policy and strategy into clear, actionable guidance for staff.
· Capture program outcomes, lessons learned, and best practices through case studies, summaries, and impact documentation.
· Ensure consistency, accuracy, and clarity of MTW-related information across departments and platforms.
Stakeholder & Cross Department Coordination
· Serve as an internal resource supporting MTW initiatives and strategic projects.
· Facilitate cross-departmental collaboration by supporting meeting materials, workflows, and shared reference tools.
· Support leadership and the Strategic Initiatives team with presentations, board materials, briefing documents, and policy memoranda.
· Assist with coordination when MTW initiatives involve external partners, consultants, or community agencies.
Grant, Funding & Strategic Alignment (As Assigned)
· Support identification of funding opportunities by developing clear program descriptions and supporting narratives aligned with MTW initiatives.
· Assist with grant narratives, performance sections, and supporting documentation by translating program data and outcomes into clear, structured language.
Minimum Qualifications
· Bachelor's degree in public administration, Public Policy, Urban Planning, Economics, Housing Studies, or a related field.
· Minimum of three (3) years of experience in housing policy, public housing authority operations, research, program evaluation, or government program management.
· Demonstrated experience in policy analysis, data interpretation, and technical writing.
Preferred Qualifications
· Bachelor's degree in public policy, Business Administration or a related field.
· Experience working with MTW, Housing Choice Voucher (HCV), Public Housing, or other federally funded programs.
· Experience with management of social media, internal and external communications with local stakeholders
· Strong Excel and data analysis skills, including experience with reporting or tracking tools.
· Knowledge of HUD regulations and housing compliance frameworks.

· Must be able to travel between different worksites and attend offsite meetings/events.
· Must be able to communicate via email and verbally via telephone and video conference software (ie Zoom or Teams).
· The employee may occasionally transport up to 20 pounds.
· Must be able to work in a deadline-focused and fast-paced environment.
· Must be able to pass a drug screening test administered by HACC's designated provider.
· Valid State Issued Driver's license and be insurable under the agency's commercial insurance policy.
